The Energy Community Secretariat announced that it has performed an analysis of Serbia’s legal framework maturity in order to allow the participation of its national regulatory authority AERS in the Agency for the Cooperation of Energy Regulators (ACER).
The Secretariat’s review of Serbia’s legal framework looks into both legal transposition and practical implementation of primary and secondary legislation in the fields of electricity, gas, competition and environment law including a perspective for the upcoming six to twelve months. The analysis also assesses the organizational structure, competences and performance of AERS. The report highlights the existing shortcomings in the Serbian energy market, such as the lack of unbundling and certification in electricity and gas sector, usage of revenues from allocation of electricity interconnection transmission capacities, deregulation of electricity and gas prices for households and small customers, participation of its electricity transmission operator EMS in a regionally coordinated electricity cross-border transmission capacity allocation and the closure of pending disputes between KOSTT and EMS
