Albanian Association of Renewable Energy (AREA) said that a recent decision by the Albanian Government to obligate local and foreign companies to accept new contracts with the state-owned power utility KESH jeopardizes the rights acquired through the concession agreements.
The Albanian Energy Regulatory Authority (ERE) will likely approve the abolition of the agreements for the purchase of electricity produced by small hydropower plants (SHPP) by KESH. AREA said that the Government decided that independent producers of electricity and suppliers of renewable energy are to become balancing responsible parties (BRP) according to the market model, which is a circumvention of law 138/2013 on renewable energy and is against every principle of the rule of law and private property.
